Delaware does not publish its own numeric cut score. 24 DE Admin. Code 3500, subsection 5.1.3 requires the applicant to achieve "the passing score recommended by the ASPPB for that particular examination (computer or paper) administration" — the ASPPB-recommended scaled score is 500. For examinations taken prior to 1992 the Board accepts either the ASPPB recommended score or the minimum score Delaware accepted that year, whichever was lower (subsection 5.2.1.3). No indication the Board has moved to EPPP Part 1 only.

Predoctoral: a minimum of 1,500 hours of actual work experience completed in not less than 48 weeks and not more than 104 weeks; at least 50% must be clinical services, with at least 25% of that clinical time in face-to-face direct patient/client contact, and no more than 25% allocated to research (24 DE Admin. Code 3500, subsection 7.2). Postdoctoral: 1,500 hours under the supervision of a licensed psychologist, completed in not less than 1 and not more than 3 calendar years; at least 25% devoted to direct service in the applicant's area of academic training; at least 1 hour of face-to-face supervision for every 10 hours of clinical work; group supervision accepted only if no more than 5 postdoctoral applicants meet with the supervisor at once and 2 hours of group supervision are substituted for every 1 hour of individual supervision (subsection 7.3). "Face-to-face" means in person or live video conferencing (subsection 7.2). Because unlicensed practice is prohibited in Delaware, anyone accruing postdoctoral hours in Delaware must first register as a psychological assistant (subsection 7.6).

No state jurisprudence or state-law examination was found. The Board's Examination page states the exam for Delaware psychologist licensure is the EPPP, and 24 DE Admin. Code 3500 and 24 Del.C. Ch. 35 reference only the EPPP as an examination requirement. Applicants may take the EPPP no more than 4 times in any 12-month period, with no re-take sooner than 60 days after the prior administration (subsection 5.3.7).

1. Earn a doctoral degree in a program that is psychological in content and specifically designed to train and prepare psychologists, from an accredited college or university (APA-, CPA- or PCSAS-accredited, or a Board-approved equivalent).
2. Complete a predoctoral internship of at least 1,500 hours in not less than 48 and not more than 104 weeks, with at least 50% in clinical services and no more than 25% in research.
3. Complete 1,500 hours of supervised postdoctoral experience under a licensed psychologist in not less than 1 and not more than 3 calendar years, with at least 25% in direct service and at least 1 hour of face-to-face supervision per 10 hours of clinical work; if you accrue these hours in Delaware, register as a psychological assistant first.
4. Create a DELPROS account, submit the Psychologist licensure application with the $305 fee, and have your official transcript, Supervisory Reference Form(s) from each supervisor, and licensure verifications from every jurisdiction sent to the Board.
5. Complete a Delaware State Bureau of Identification and FBI criminal background check using the Board's IdentoGO service code (checks done for other purposes are not accepted).
6. Obtain Board approval to sit for the EPPP if you have never passed it or passed it more than five years ago, then pass it and have ASPPB send your score directly to the Board.
7. After licensure, renew biennially (period runs August 1 of an odd-numbered year to July 31 of the next odd-numbered year) with 40 CE hours, including 3 hours in ethics and 3 hours in cultural inclusion, equity and diversity, and at least 10 hours delivered face-to-face or by live webinar.

PSYPACT member

Delaware licenses by reciprocity under 24 Del.C. §3511 and 24 DE Admin. Code 3500 subsection 5.2. An applicant already licensed or certified as a doctoral-level psychologist in another jurisdiction who has practiced continuously in good standing there for 2 years may apply by submitting proof of that license and practice, a passing EPPP score accepted by the Board, and evidence of a qualifying doctoral degree. Alternatively, an applicant currently licensed elsewhere may qualify by holding the ASPPB Certificate of Professional Qualification in Psychology (CPQ) or by being credentialed by the National Register of Health Service Providers in Psychology, using a brief Board-approved application. Diplomates of the American Board of Professional Psychology are qualified for licensure without examination (24 Del.C. §3510(b); subsection 5.2.3). A psychologist licensed elsewhere may also practice in Delaware without a Delaware licence for up to an aggregate of 6 days of professional services per calendar year (24 Del.C. §3510(c)). Delaware is a PSYPACT state: the Psychology Interjurisdictional Compact is enacted at 24 Del.C. Ch. 35A (82 Del. Laws, c. 76), covering the authority to practice interjurisdictional telepsychology and temporary in-person practice in other compact states.
