Guam Psychology Licensure Requirements

Guam expresses the requirement in years, not hours. 10 GCA § 121202(b) requires two (2) years of internship, of which at least one (1) year must be after receiving the doctorate — so roughly one year predoctoral internship plus one year postdoctoral, but no hour figures are given in the statute, in the 2022 GBAHE rules, or in the Board's application packet. The application packet does note that an applicant 'must complete an established GBAHE clinical hours FORM'; that form is not published on the Board's website (the site is a JavaScript application that does not expose its document links to automated fetching), so the hour counts it may require could not be verified. All three numeric fields left null deliberately.

No Guam law or ethics examination for clinical psychologists was found. The word 'jurisprudence' does not appear anywhere in 10 GCA Chapter 12 (the full chapter, Articles 1-22), in the 2022 GBAHE Administrative Rules and Regulations, or in the Board's Clinical Psychology application packet. The three discipline-specific qualifications in 10 GCA § 121202 are the doctorate, the two years of internship, and the EPPP; the 2022 rules leave § 10405 (Clinical Psychologist) RESERVED and § 10505 (Additional Requirements for Specific Professions) lists no requirement for psychology. The Board does adopt the ASPPB Code of Conduct (2018) and the APA Ethical Principles (2017) as its Code of Professional Conduct for Clinical Psychologists, but that is a conduct standard, not an examination. Left null rather than false because no source affirmatively states that no such exam exists.

1. Earn a doctorate in clinical psychology from an accredited college or university in the United States.
2. Complete two years of documented internship, at least one year of which must be after the doctorate is conferred, and record it on the Board's clinical hours form.
3. Pass the Examination for Professional Practice in Psychology (EPPP) as administered by a US state, territory or district.
4. Assemble the GBAHE Clinical Psychology packet: notarised application, official transcripts and licence verifications sent directly to the Board, three letters of recommendation, police clearance, and a detailed education, employment and residence history.
5. Pay the fees to the Treasurer of Guam and file the complete application with the Health Professional Licensing Office; note that Guam issues no temporary or conditional allied health licences.
6. Renew biennially by 31 December of each even-numbered year with 30 credit hours of continuing education (at least 20 in clinical psychology) per two-year cycle.
7. Optionally apply separately for prescriptive authority, which requires a Collaborative Practice Agreement approved by the Allied Health, Medical and Pharmacy boards plus Guam controlled-substance and federal DEA registrations.

Not a PSYPACT member

Guam offers licensure by endorsement. Under GBAHE Rule § 10506 the Board may license by endorsement anyone who holds a licence in good standing in another US jurisdiction, provided the requirements for that original licence were equivalent to those Guam currently requires; the applicant carries the burden of proving equivalence. 10 GCA § 12805(c) adds that endorsement applicants must also supply a letter from the other licensing authority describing any complaints and disciplinary actions. The endorsement route uses the same application form (there is a 'By Endorsement' box) and an Endorsement Verification form sent to the state of original licensure. PSYPACT is not available: it is a compact among US states, Guam is a territory, and neither the Allied Health Practice Act, the 2022 Board rules, nor the Board's psychology application packet mentions PSYPACT or any interjurisdictional compact.
