Maine Psychology Licensure Requirements

Board Rule 02-415 CMR ch. 4, §2 requires one year of predoctoral supervised experience (internship) and one year of postdoctoral supervised experience, each a minimum of 1,500 hours completed in not less than 48 and not more than 104 weeks, averaging 16-40 hours per week. Predoctoral supervision must include at least 2 hours per week of face-to-face supervision plus 2 hours of additional learning activities; postdoctoral supervision must include at least 1 hour of individual supervision plus 1 additional hour of learning activities per week. Hours earned in practica for which academic credit was awarded do not count. A candidate for postdoctoral re-specialization in clinical psychology may substitute 2 years of postdoctoral supervision for the pre/post split. The underlying statute (32 M.R.S. §3831(2)) states the requirement only as 'at least 2 years of experience in psychology of a type considered by the board to be qualifying in nature'; the hour figures come from the board's rules and are repeated on the board's 2024 application form.

Required

Maine Jurisprudence Examination on Maine law and rules, written and administered by the board. After the board approves the application it mails the exam to the candidate by certified mail and the candidate has 20 days to complete and return it; candidates may bring their own printed copies of the reference statutes and rules. Passing score is 80%. A candidate who fails may retake it after a 30-day waiting period. Required of every applicant, including applicants by endorsement and applicants using the ASPPB CPQ or National Register credential.

Listed in the fee rule as the 'Jurisprudence examination qualification review (per review)' fee and bundled into the single application payment ($271 total for an applicant who has already passed the EPPP, $321 for one who still needs to take it). Holders of a temporary licence must pass the jurisprudence exam before the licence issues; holders of a conditional licence must pass it during the 1-year term of that licence.

1. Earn a doctoral degree reflecting comprehensive training in psychology from a program accredited by APA or CPA, approved by NASP at the doctoral level, designated by the ASPPB/National Register Joint Designation Program, or otherwise found by the board to meet the criteria in Board Rule Chapter 4, Section 1.
2. Complete a predoctoral internship of at least 1,500 supervised hours, finished in not less than 48 and not more than 104 weeks, meeting the supervision and setting requirements of Board Rule Chapter 4, Section 2.
3. Complete a postdoctoral supervised experience of at least 1,500 hours over 48 to 104 weeks under a supervisor qualified under Chapter 7; once you hold 1,500 postdoctoral hours you may apply for a 1-year temporary licence and practise under supervision while you finish the EPPP.
4. Complete at least 3 hours of coursework in family or intimate partner violence screening, referral and intervention strategies, required of every candidate for initial licensure since January 1, 2020.
5. File the psychologist application with the board together with official transcripts, board supervised-experience forms, licence verifications from every jurisdiction where you have ever been licensed, the application fee, and fingerprints for the state and FBI criminal history record check.
6. Pass the EPPP (scores are reported to the board directly by the testing company), then pass the board-administered Maine jurisprudence examination with a score of at least 80%.
7. Receive the psychologist licence and renew it annually by April 30 with the $125 renewal fee, attesting to the continuing professional education required by Board Rule Chapter 8.

PSYPACT member

Maine offers several routes for psychologists already licensed elsewhere. (1) Licensure by endorsement under 32 M.R.S. §3836-A and 10 M.R.S. §8003-H: the board must issue a licence by endorsement to an applicant who proves licensure by another U.S. jurisdiction that maintains substantially equivalent licence requirements, provided the applicant is in good standing in every jurisdiction where they hold or have held a licence, no cause for denial exists, and the fee is paid; the board may still require its jurisprudence examination, and it does - the endorsement application costs $271 and includes the jurisprudence exam. (2) Conditional licensure under 32 M.R.S. §3836: the board may grant a conditional licence without examination to a person licensed by a similar board in another state whose standards the board considers equivalent; it lasts one year, requires supervised practice, cannot be renewed, and the holder must pass the jurisprudence exam during the term. (3) ASPPB Certificate of Professional Qualification (CPQ) or National Register credential: Board Rule Chapter 3, §1(4) lets psychologist applicants apply on the basis of a valid CPQ or current National Register credential, though they must still satisfy the examination requirements including the jurisprudence exam. (4) PSYPACT: Maine enacted the Psychology Interjurisdictional Compact in 2021 (PL 2021, c. 331), codified at 32 M.R.S. ch. 56, subchapter 4 (§§3841-3850-D), which provides for telepsychology practice under a compact privilege and temporary in-person authorised practice for psychologists whose home state is a compact state.
