Manitoba Psychology Licensure Requirements

PAM/CPMB states a passing scaled score of 500 on the Examination for Professional Practice in Psychology (EPPP). Stated identically in PAM's standalone EPPP information sheet and in the Candidate Application package. PAM does not state any move to EPPP Part 1/Part 2 split; only 'the EPPP' is referenced.

DOCTORAL (Psychologist) route: PAM requires supervised practice 'for a period equivalent to two years', and defines one year of full-time experience as 'normally ... a minimum of 1500 hours of acceptable professional activity'. One of the two years MUST be post-doctoral; the other MAY be a pre-doctoral internship (Man. Reg. 32/2006 s. 10(2) makes the pre-doctoral year permissive, not mandatory, and s. 10(3) leaves its acceptability to Council's discretion). Because only one of the two years is fixed as post-doctoral, the required post-doctoral figure is 1500 hours and the two-year total is 3000 hours; preDoc is left null because a pre-doctoral year is optional, not required. Separately, PAM requires documentation of 100 hours of DIRECT SUPERVISION each year (total 200 hours of direct supervision) across the two years - this is supervision received, not practice hours. Pre-degree practicum minimums inside the graduate program (doctoral): 300 hours of direct client contact and 150 hours of individual supervision; a minimum of 6 different eligible supervisors. MASTER'S (Psychological Associate) route: 4 years of supervised practice post-graduate-degree, or a total of 400 hours of individual supervision; pre-degree practicum minimums 100 hours direct client contact and 50 hours individual supervision; minimum 4 different supervisors. Up to 25% of supervision may be group supervision and up to 25% of individual supervision may be asynchronous. The Act/regulation itself expresses the requirement only in years ('at least two years of full time supervised professional experience'); the 1500 hours/year equivalence comes from PAM's Candidate Application package.

PAM Jurisprudence Examination (JPE) - open-book online exam, 50 multiple-choice items, up to three hours, cannot be paused once started, results provided immediately. Passing grade 80%. Two attempts permitted; after an unsuccessful second attempt a remediation plan is required before a further administration. Covers The Psychologists Registration Act, PAM By-laws No. 1 and No. 2, the PAM Code of Conduct, and Manitoba statutes including The Child and Family Services Act, The Mental Health Act, The Personal Health Information Act, FIPPA, The Domestic Violence and Stalking Act and others.

Fee: CAD $200

Required to obtain a certificate of registration authorizing autonomous practice. Also required of CFTA (Canadian labour mobility) reciprocity applicants - their $600 fee bundles the application and the JPE. Register by emailing office@cpmb.ca after paying the exam fee. NOTE: Manitoba additionally requires an ORAL EXAMINATION (fee CAD $600) as the final step before autonomous registration - a 2-3 hour Zoom interview before a panel of two PAM examiners covering the candidate's declared areas of practice and client populations.

1. Earn a graduate degree in psychology that PAM Council accepts - a doctorate for the Psychologist register, or a master's with a thesis for the Psychological Associate register - covering the required Core Content Areas and Functional Competencies coursework, plus the in-program practicum minimums (doctoral: 300 hours direct client contact and 150 hours individual supervision; master's: 100 and 50).
2. Apply to PAM as a Psychologist Candidate or Psychological Associate Candidate (CAD $400) with transcripts, CV, two pieces of photo ID, three references, signed supervisor agreements, proof of English proficiency, and criminal record with vulnerable sector search plus Child Abuse Registry and Adult Abuse Registry checks; you must be registered with PAM before practising psychology in Manitoba.
3. Complete the supervised candidacy under an approved PAM supervisor - doctoral candidates: two years' equivalent (one year normally about 1500 hours of professional activity), of which at least one year must be post-doctoral, with 100 hours of direct supervision per year; master's candidates: four years / 400 hours of individual supervision - submitting supervisor appraisal forms every six months and logging hours on the Record of Hours form.
4. Pass the Examination for Professional Practice in Psychology (EPPP) with a scaled score of at least 500; contact office@cpmb.ca to be enrolled in the Certemy registration portal.
5. Pass the PAM Jurisprudence Examination (CAD $200) - 50 open-book multiple-choice questions on Manitoba legislation, standards and ethics, 80% to pass; PAM encourages candidates to sit it early in candidacy.
6. Apply for and pass the Oral Examination (CAD $600) once all candidacy requirements are met and your supervisor rates you ready for autonomous practice; applications are reviewed in January, April and October and exams run October to June.
7. Receive your certificate of registration authorizing autonomous practice and pay the annual registration fee (CAD $1,500 for a Registered Psychologist).

Not eligible — U.S. compact

Canada (labour mobility): PAM registers psychologists already licensed in another Canadian jurisdiction under the Canadian Free Trade Agreement (CFTA). Applicants must be currently licensed and in good standing in a Canadian jurisdiction, must maintain that home registration until registered in Manitoba, and may not practise in Manitoba without supervision until fully registered. The CFTA application and Jurisprudence Exam fee is CAD $600; a CV, verification forms from all current and past (three years) psychology regulators, and record checks are required, and transcripts may be requested. PAM acknowledges receipt within 10 days and decides within 30 days of a complete application plus a passed Jurisprudence Exam. Registration level mirrors the degree the home-jurisdiction registration was based on: master's-based registrants are registered in Manitoba as Psychological Associates certified for Independent Practice. PAM's Degree Requirements expressly do not apply to labour mobility applicants. Statutory basis: The Psychologists Registration Act s. 9(3) and s. 9(5), and registration by endorsement under Man. Reg. 32/2006 ss. 7(1)-(2), which waive the education/experience sections for applicants currently registered and practising in another Canadian province or territory (or another jurisdiction approved by Council). United States: a separate USA Reciprocity Application exists for doctoral-level applicants currently licensed for independent practice in the US who either hold the ASPPB Certificate of Professional Qualification (CPQ), are listed with the National Register of Health Service Psychologists, or are licensed in an ASPPB Reciprocity Agreement member jurisdiction and have been continuously licensed in the home jurisdiction for at least five years immediately preceding application; applicants must be currently practising in the home jurisdiction with no disciplinary history. The CPQ (non-CFTA) route carries a CAD $800 application and exam fee, and Man. Reg. 32/2006 s. 8 lets Council accept an approved certificate of professional qualification as evidence of the education, examination and experience requirements. PSYPACT does not apply in Canada - it is a US interstate compact and PAM makes no reference to it. PAM does have telepsychology arrangements with Nunavut and Saskatchewan, and a Nunavut telepsychology MOU. Temporary and courtesy registration categories also exist for short-term or single-client practice.
