Minnesota Psychology Licensure Requirements

Minnesota Rules 7200.0550, subp. 2 does not print a number: it sets the passing score as "the recommended score defined by the Association of State and Provincial Psychology Boards for that examination," i.e. the ASPPB-recommended scaled score of 500. Minnesota requires EPPP Part 1 only - the Board's FAQ states "The Board requires applicants pass a national exam in psychology, which is the EPPP, Part 1." EPPP Part 2 (Skills) is not required. A passing EPPP taken in another jurisdiction is accepted under 7200.0550, subp. 5 if performance meets Minnesota standards.

Predoctoral: Minnesota Rules 7200.1300, subp. 5, item C, subitem (1) requires a minimum 1,800-hour predoctoral internship, at least 20 hours/week, completed in no fewer than 12 and within 30 consecutive months, with at least 2 hours of scheduled supervision per week up to 40 hours worked (1 hour of which must be individual, in-person with the primary supervisor). Postdoctoral: Minnesota Rules 7200.2000, subp. 1 requires one full year of postdegree supervised employment - a minimum of 1,800 hours of actual work experience accrued in no less than 12 months and no more than 30 months. Note a statute/rule mismatch on the outer window: Minn. Stat. 148.907, subd. 2(7) says the postdoctoral year must be completed "in no less than 12 months and no more than 60 months" (with a possible board variance beyond 60), while the older rule still says 30 months. Postdegree supervision is a minimum of 1 hour per week up to 20 hours worked, plus 1 hour for each additional 20 hours worked, with 1 hour per week individual and in-person from the primary supervisor. Internship/practicum hours earned as part of the degree cannot be counted toward the postdegree requirement (7200.2000, subp. 3, item B).

Required

Minnesota Professional Responsibility Examination (PRE) - the state jurisprudence exam. It covers the Rules of Conduct in the Minnesota Psychology Practice Act. Since January 2, 2020 it is an at-home, open-book exam administered through the Board's online services website; applicants must take and pass the most recent (2013) version. Applicants register for it through the Board's online licensure application, and it must be applied for after all degree requirements are complete.

Fee: $150

Required by statute: Minn. Stat. 148.907, subd. 2(2) requires an applicant to "pass a professional responsibility examination on the practice of psychology," and Minnesota Rules 7200.0550, subp. 1 requires two examinations - a national standardized exam plus "a professional responsibility examination specified by the board." Reciprocity applicants must also pass the PRE (Minn. Stat. 148.915(a)(5)); mobility applicants are excused from the EPPP but not the PRE. The Board does not publish a numeric PRE passing score - rule 7200.0550, subp. 2 says only that it "is specified by the board." The Board charges no additional fee for repeat attempts at either required exam.

1. Earn a doctoral degree with a major in psychology from a regionally accredited institution; an APA-accredited program satisfies the educational requirement automatically, while a non-APA degree must meet every coursework, residency, and internship requirement in Minnesota Rules 7200.1300.
2. Complete a minimum 1,800-hour predoctoral internship of at least 20 hours per week, finished in no fewer than 12 and within 30 consecutive months.
3. After all degree requirements are complete, apply to the Board for admission to the EPPP ($150) and register for the Minnesota Professional Responsibility Exam ($150), having official transcripts sent directly to the Board.
4. Pass the EPPP Part 1 at the ASPPB-recommended score through Pearson VUE, and pass the at-home, open-book PRE through the Board's online services site.
5. Complete at least 1,800 hours of postdoctoral supervised psychological employment over 12 to 30 months, with a primary supervisor providing at least one hour of individual, in-person supervision each week and certifying completion.
6. Submit the licensure application with the $500 fee, two qualified endorsers who have observed your practice within the past three years, a BCA/FBI background study, and verified supervision documentation; continue practising under supervision until the Board notifies you of licensure.
7. Renew the license every two years for $500 and meet the Board's continuing education requirements.

PSYPACT member

Reciprocity (Minn. Stat. 148.915): the Board may license an applicant who submits a notarized reciprocity application, is currently licensed/certified/registered to practice psychology in another state or jurisdiction and has been for at least the two consecutive years immediately preceding application, holds a doctoral degree in psychology that formed the basis for that licensure, has no pending complaints or active disciplinary or corrective actions in any jurisdiction, and passes the Minnesota Professional Responsibility Examination and pays its fee. Section 148.915(b) also contains a retaliation clause allowing Minnesota to impose the same burdens another state imposes on Minnesota licensees. Mobility (Minnesota Rules 7200.2035, subp. 2): the educational, national-examination (EPPP), and postdegree supervised employment requirements are all deemed met if the applicant holds a current ASPPB Certificate of Professional Qualification (CPQ), an ABPP diplomate, or credentialing as a health service provider in psychology (e.g. National Register); the PRE is still required, and a post-2013 non-APA graduate must still meet the human diversity coursework requirement. Both reciprocity and mobility applications cost $500. Minnesota also offers guest licensure (Minn. Stat. 148.916) and a temporary permit for applicants already licensed elsewhere who are seeking full Minnesota licensure. PSYPACT: Minnesota enacted the Psychology Interjurisdictional Compact at Minn. Stat. 148.9051 (adopted pursuant to SF 193, 92nd Leg., in 2021); the Board directs psychologists to psypact.org to apply for authority to practise telepsychology or temporary in-person practice across compact state lines.
