Newfoundland and Labrador Psychology Licensure Requirements

The Newfoundland and Labrador Psychology Board (NLPB) states on its own Information for Applicants page that the required examination is the EPPP and that the Board 'currently requires a score of 500'. This is the Board's own stated figure, not an assumed ASPPB convention. NL requires BOTH parts: applicants must complete EPPP Part 1 (knowledge) and EPPP Part 2 / EPPP-E (skills) as of January 2020. The 500 figure is stated by the Board in reference to the EPPP generally; the Board's Registration Policy says only that the passing score is 'to be determined by the Board'. The same 500 requirement applies whether you register at the master's or the doctoral level.

Two distinct supervised-practice requirements exist in NL, and only one is expressed in hours. (1) GRADUATE/PRE-REGISTRATION: the Board's Guidelines for Applicants set an academic requirement of a minimum of 600 hours in a supervised setting (practica or internship) where the work is psychological in nature, including a minimum of 200 hours of face-to-face direct contact. This applies to the graduate degree itself, at both master's and doctoral level (NL registers at both levels), so 'preDoc' here means pre-registration graduate placement hours rather than a US-style predoctoral internship. (2) POST-DEGREE SUPERVISED PRACTICE as a Provisionally Registered Psychologist: the Psychologists Act, 2005 s.10.1(1)(c) requires at least ONE year for doctoral-degree holders and at least TWO years for master's-degree holders, obtained after the degree and supervised to the Board's satisfaction. Neither period is expressed as an hour figure in the Act, the Registration Policy, or the Guidelines, so postDoc is left null. This supervision must be completed in Newfoundland and Labrador under a fully registered NL psychologist, on a Supervision Plan approved by the Board before supervision begins.

Not required

The NLPB states affirmatively on its Information for Applicants page: 'The board does not currently examine applicants for knowledge of local jurisprudence.' There is therefore no separate jurisprudence or provincial-law examination and no associated fee. Note that jurisprudence and local knowledge still appear as a knowledge element within the 'Ethics and Standards' graduate competency the Board assesses on paper, and the Board reserves the right under Registration Policy s.5.3 to require 'any other examination(s) as prescribed by the Board'.

1. Earn a master's or doctoral degree in a program of study in psychology from an educational institution satisfactory to the Board — Newfoundland and Labrador registers psychologists at BOTH the master's and the doctoral level.
2. Ensure your graduate training covers the Board's five competencies (Interpersonal Relationships; Assessment and Evaluation; Intervention and Consultation; Research; Ethics and Standards) and includes at least 600 supervised practicum/internship hours, of which at least 200 are face-to-face direct contact.
3. Submit the Application for Registration as a Psychologist with the CAD $350 application fee, an original certificate of conduct with vulnerable sector check issued within the past 12 months, and proof of professional liability insurance of at least $1 million per claim.
4. Obtain provisional registration under s.11 of the Psychologists Act, 2005, with a Supervision Plan approved by the Board BEFORE supervision starts, and practise only under a fully registered NL psychologist.
5. Complete the post-degree supervised professional experience in the province — one year if you hold a doctoral degree, two years if you hold a master's degree — demonstrating competence in Interpersonal Relationships, Assessment and Evaluation, Intervention and Consultation, and Ethics.
6. Pass both parts of the EPPP (EPPP Part 1 and EPPP Part 2/EPPP-E) with the Board's required score of 500; there is no separate provincial jurisprudence examination.
7. Pay the CAD $950 registration fee to be granted full registration, then renew annually by December 31 with proof of continuing liability insurance.

Not eligible — U.S. compact

Labour mobility in Newfoundland and Labrador runs through the Canadian Free Trade Agreement (CFTA, which replaced the Agreement on Internal Trade in 2017), not through any US compact — PSYPACT does not apply in Canada. Psychologists currently registered in another Canadian jurisdiction apply directly to the NLPB using the 'Application for Registration as a Psychologist under the Canadian Free Trade Agreement in Newfoundland and Labrador' form (not through ASPPB's PLUS system), with the application fee, an original RCMP or equivalent certificate of conduct and vulnerable sector check each no more than one year old, and a signed attestation. CFTA applicants may be subject to the same limitations or conditions imposed by their current jurisdiction, and must keep that registration active until the NLPB confirms they have met all requirements; once approved they have 60 days to submit the registration fee and proof of insurance. The Board also recognises ASPPB's Certificate of Professional Qualifications (CPQ) in Psychology, accepting a CPQ holder's education, supervised experience and examination performance, and grants temporary registration (valid 30 days, renewable once per 12 months) to a person registered without terms or conditions in another jurisdiction. Psychologists currently registered in a US jurisdiction may be eligible for fast-track assessment (documentation listed in the standard Application for Registration), and internationally educated applicants are directed to apply through the ACPRO common national portal (acpro-aocrp.ca), with a CAD $100 international applicant fee and a CAD $500 credential-review fee where the degree is not CPA accredited. Note that the NLPB's published fee schedule does not list a separate CFTA application fee amount; it directs CFTA applicants to the current Fees and Payments schedule.
