Saskatchewan Psychology Licensure Requirements

Saskatchewan does NOT use the ASPPB scaled-score convention. Section 10(1)(a) of the SCP Regulatory Bylaws 2021 requires an applicant for full practising membership to complete the EPPP 'with a score of 70% or higher'. This is a percentage, not a scaled score of 500. A provisional practising membership expires if the member fails a third time to reach 70%. Registrants of another Canadian jurisdiction entering under s. 20(2) of The Psychologists Act, 1997 are exempt from the EPPP requirement (bylaw 10(2)), though the CFTA full-practice application asks for evidence that the EPPP was completed as required by the home regulator. No SCP source found stating that Saskatchewan has moved to EPPP Part 1 only or has adopted an EPPP Part 2.

Saskatchewan registers psychologists at BOTH master's and doctoral level, and the same 1500-hour figure attaches differently to each. MASTER'S applicants: one year (1500 hours) of POST-MASTER'S supervised experience under a psychologist approved by the College in a recognized setting - there is no separate pre-degree hour figure in the bylaws. DOCTORAL applicants: one year (1500 hours) of EITHER a CPA- or APA-accredited PRE-DOCTORAL internship/residency OR POST-DOCTORAL supervised experience - the applicant may satisfy it either way, so no separate preDoc/postDoc split can be stated. Because the requirement is one 1500-hour year satisfiable pre- or post-degree depending on route, the figure is reported in 'total' rather than split. 'Recognized setting' is defined in bylaw 10(4) as a council-approved private practice or an organization with defined health service programs and a defined system of supervision. The hours are normally completed while registered as a provisional practising member under a Supervision Plan approved by the Registration Committee. Registrants of another Canadian jurisdiction under s. 20(2) of the Act are exempt from this requirement (bylaw 10(2)).

Required

Oral interview conducted by the SCP Registration Committee - not a written multiple-choice jurisprudence examination. Under bylaw 10(1)(c) the applicant must, at the first available opportunity, provide evidence of (i) training and experience in the areas of psychological practice in which they intend to practise, and (ii) 'an understanding of contemporary ethical standards and professional regulation and jurisprudence in Saskatchewan'.

Fee: $550 CAD (fee payable for each application to attend an oral interview, SCP Fee Bylaws March 2026, s. 4)

A provisional practising membership expires if the member fails the oral interview for a third time (bylaw 11(2)(c)). For a registrant of another Canadian jurisdiction entering under s. 20(2) of the Act, bylaw 10(2) exempts clauses (1)(a) and (b), subclause (1)(c)(i) and clause (1)(d) - i.e. the EPPP, the supervised experience, the intended-practice-areas portion of the interview, and foundational knowledge - but it does NOT exempt subclause (1)(c)(ii), the ethics/professional regulation/jurisprudence portion. Members must also comply with the latest edition of the Canadian Code of Ethics for Psychologists (bylaw 20).

1. Earn at least a master's degree in a program that primarily consisted of psychology classes from an institution recognized by Executive Council (a Universities Canada member, a US institution accredited by one of the seven recognized regional bodies, or a foreign degree evaluated through the ACPRO portal); Saskatchewan registers at both master's level ('Registered Psychologist') and doctoral level ('Registered Doctoral Psychologist').
2. Document foundational knowledge in the biological bases of behaviour, cognitive-affective bases of behaviour, social bases of behaviour, and psychology of the individual, together with instruction in ethics and supervised practica or internship.
3. Submit the Application Form for Initial Registration with the $300 non-refundable provisional application fee, transcripts sent directly by the institution, a verified birth certificate, consent forms, a criminal record check with vulnerable sector screening dated within six months, a declared areas of competency form, employment verification for each site, a CV, and three references.
4. Obtain Registration Committee approval of a Supervision Agreement and a Supervision Plan with Goals and Objectives, then be entered on the Register as a provisional practising member and practise only under that approved plan.
5. Complete one year (1500 hours) of supervised experience in a recognized setting: post-master's supervision if registering on a master's degree, or a CPA/APA-accredited pre-doctoral internship or post-doctoral supervision if registering on a doctorate.
6. Pass the Examination for Professional Practice in Psychology (EPPP) with a score of 70% or higher (three failures end the provisional membership).
7. Pass the Registration Committee's oral interview on your intended areas of practice and on contemporary ethical standards, professional regulation and jurisprudence in Saskatchewan, pay the annual licence fee, and be entered on the Register as a full practising member; apply separately for the Authorized Practice Endorsement if you intend to communicate a psychological diagnosis.

Not eligible — U.S. compact

Saskatchewan's mobility route runs through the Canada Free Trade Agreement (CFTA), not through PSYPACT, which is a US interstate compact and does not apply in Canada. Section 20(2) of The Psychologists Act, 1997 lets Council register a person who 'is registered as the equivalent of a psychologist in good standing pursuant to the legislation of another jurisdiction in Canada, or the legislation of a jurisdiction outside of Canada that is recognized by the council'. Regulatory Bylaw 10(2) then waives the EPPP, the 1500 supervised hours, the intended-practice-areas portion of the oral interview, and the foundational-knowledge requirement for an applicant who qualifies under s. 20(2) as a registrant of a Canadian jurisdiction. SCP's own CFTA full-practice package requires the Application Form for Initial Registration, a $350 application fee, a Consent for Release of Information, an Out of Province Exchange of Information form confirming good standing, scope of practice and absence of complaints or discipline, a criminal record and vulnerable sector check within six months, and the $1,050 registration fee within 60 days of approval; background material such as transcripts and CV is collected but the decision is made on the CFTA criteria. Regulatory Bylaw 15 additionally allows a registrant of a Canadian jurisdiction who meets s. 20(2) to obtain a time-limited Temporary Licence to practise in Saskatchewan for the period specified on the licence (application fee $200; SCP's time-limited package also requires proof of at least $1,000,000 personal liability insurance). An applicant already holding independent diagnostic privileges elsewhere may be granted the Authorized Practice Endorsement after full practising membership is awarded. Saskatchewan also lists The Labour Mobility and Fair Registration Practices Act and the 2001 Mutual Recognition Agreement of the Canadian psychology regulators among its governing instruments, and participates in the ACPRO portal for internationally educated applicants.
